EPA this week opened for business a greenhouse-gas emissions data collecting system proposed with fanfare during the first months of the Obama administration. The system had been delayed when it faced heavy opposition from industry groups and Republicans.
In response to industry objections, EPA reduced the number of businesses that need to report their emissions, restricting it to the 7,000 largest ones.
